There are several plugins in the plugin database where the foldername doesn't match the mod name, and looks more like a github download name, so they can no longer be extracted into the plugin directory as-is.

For example mod_attendance used to come in a directory called "attendance" but if you download the latest one it's "danmarsden-moodle-mod_attendance-88ff245"

The same is true for mod_checklist and mod_customcert.

timhunt suggested in dev chat that this may be related to the new code to trigger a deploy using Github Actions.
