Similarly to MU-478 and MDLSITE-6035 we will need a badge for the new course at learn.moodle.org called "Moodle Plugin Development Basics".

It will be for a development course so we may want to use a different colour for it. We used a tone of blue for development stuff IIRC. But on the other hand, maybe staying consistent with other learn.moodle.org courses will be batter. Happy to hear suggestions from marycooch.

The text on the badge should read: "Moodle Plugin Development Basics Completer"

If it is found too long, we might try without the "Moodle" at the beginning maybe.
