Create a temporary moodle.net static page

      From now (October 2019) until the new MoodleNet is launched (November 2019) rather than redirecting moodle.net to archive.moodle.net, it would be better to have a temporary moodle.net static page with links to archive.moodle.net, stats.moodle.org and https://moodle.com/moodlenet/.
