We need to make Airnotifier GDPR compliant, in order to do that we'll need to create a new plugin or update existing local_hub for moodle.net, that:

• Will have a database table with Airnotifier registered sites including if the site admin agreed the Data processing agreement (DPA) or not (and the original time it was accepted)
• Will allow to create or update the Airnotifier DPA and Privacy policies (for now, without version control).
• Will display those policies.
• Will include a script where site administrators will be able to agree to the DPA (this script will be linked in the email send to site admins)
• Will include a new WS that will allow Airnotifier to notify about new sites that enabled Mobile notifications so an email with the DPA link agreement form can be sent from moodle.net to site admins instantly
• Will communicate with Airnotifier to indicate the list of sites with the DPA accepted

Apart from that, we'll have to do some core modifications to Airnotifier
