Ensure that windows and mac installers install full-unicode databases

      Once MDL-48228 is upstream, we have to verify that both the windows and mac installers, for Moodle 3.1 and up, when using mysql or mariadb, end installing a full-unicode (4 bytes) database.

      Pinging krause, so he's aware of this. Again, to be done after MDL-48228. I'll check the windows ones.
