Add "via moodle.org" to the from name in emails coming from moodle.org

      There is a new setting "emailfromvia" in Moodle 3.2
      Site administration  ► Server  ► Email  ► Outgoing mail configuration

      I think it will be a good idea to set it for moodle.org & friends.
