Fit the moodle.org user menu into moodle.org theme with sites bar

      The user menu on moodle.org is below the sites bar - in line with the navtrail - but on core moodle its in the header where the sites bar is. This causes a bit of an inconsensitcy and it doesn't always look right. We need to update the moodle.org theme to fit in with this.

      Example: public profile page - the usermenu is below the message button for messaging another user.
