While working with MDLSITE-2892, I realized that, once we are requiring the standard comment for delayed issues to be used... it's plain simple to create another jenkins jobs continuously counting how many issues have been delayed in the last integration cycle. All we must do is to look for that comment since a given date.
So this is about to implement a new job for jenkins, parallel to any of these:

- http://integration.moodle.org/view/tracker/job/Tracker%20-%20CI%20-%20Count%20test-fail%20issues/
But looking for delayed messages, aka looking for comment containing the text:
The integration of this issue has been delayed to next week because the integration period is over (Monday, Tuesday) and testing must happen on Wednesday.
This change to a more rigid timeframe on each integration/testing cycle aims to produce a better and clear separation and organization of tasks for everybody.
This is a bulk-automated message, so if you want to blame somebody/thing/where, don't do it here (use git instead) :-D :-P
