Create an user account for Plugins bot in our gitlab

      Similarly to what we've done with AMOS bot, I will need a "Plugins bot" account in our GitLab. It will be used for publishing repository of plugin snapshots that in turn will be evaluated by the cibot's precheck job.

      Can the username be like 'pluginsbot' please. Let me know the password so I'll finish the setup. Thanks.
