replace linkcheck.php with modernised testable components

      We should rewrite linkchecker.php to:

      a) Use modern moodle APIs
      b) split into many different little functions which are unit testable
      c) Be really verbose about what its doing

      The goal is to:

      • Start building up a corpus of unit tests based on real moodle site results. So we can have faith we can fix things without breaking other sites
      • Get much more log data so we can work out why a site suddenly becomes unregistered
