Remove 'If replying directly to this via email...' message from forum notification emails

      As reported in MDL-48227, 'If replying directly to this via email...' doesn't look good. Let's remove the string completely for moodle.org emails.

      We can then customise the string 'You can reply to this forum post by email.' to mention about not including a quoted copy in a reply.
