I attempted several times to create a new forum in Moodle in English with ratings enabled using the useful rating scale and each time obtained a timeout with the form not being saved.

I then tried creating a new forum without ratings enabled and saved the form without any problem (creating https://moodle.org/mod/forum/view.php?id=8205). Editing the forum settings to enable ratings resulted in a further timeout, though it seems the form was saved. Further editing of forum settings resulted in further timeouts.

I tried and failed to reproduce the problem on http://school.demo.moodle.net/.
