Try and separate out local_moodleorg dependencies from theme_moodleorgcleaned

      This is more of an investigation issue..

      From what I recall local_moodleorg contains a lot of moodleorg stuff which is not relevant to (say) dev.moodle.org or download.moodle.org.

      Ideally we would use another shared plugin with only the absolutely necessary dependencies rather than requiring all of local_moodleorg
