      MediaWiki:Sitenotice provides a way to add text to the top of every page in the wiki. It seems it's no longer used in the new theme but it would be helpful for it to be put back so we can add messages such as http://docs.moodle.org/22/en/index.php?title=MediaWiki:Sitenotice&oldid=99346
