CSS class 'note' styling needs adding to the new docs theme

      In previous docs there was defined CSS class "note" that added yellow background and some border.
      Page http://docs.moodle.org/dev/Bug_triage had nice yellow highlights of the code. It is now very hard to read because "note"d text has no difference from the rest of the text.
