Execute update_phm.php via cron

      Once MDLSITE-2081 is deployed to the production system, we need to execute the following script weekly. Reasonable time is Sunday early EU morning or so.

      sudo -u you-know-who php local/moodleorg/cli/update_phm.php >> /some/where/update_phm.log
