Glossary link and popup need styling

      For example see "server" on https://moodle.org/mod/forum/discuss.php?d=230580 the link should have something like a dotted underline.

      Also the popup is positioned top left, rather than near the link phrase, resulting it sometimes being obscured by the top bar (see attached screenshot).
