With the prechecker (single and bulk) already working... we could already automate the "developer request" criteria.

With that, every issue marked with the "cime" label by any developer will be prechecked automatically with results sent back to the tracker.

The job will, simply, be a wrapper over the "Bulk checker" job, passing to it the appropriate parameters (criteria: developer request and quiet: unchecked).

The public integration server will run it every 30 minutes. The laptop server will have also de job defined, but disabled by default.
