The moodle.org participant badge (as attached to MDLSITE-2253) should be awarded automatically when anyone posts on any forum on moodle.org. We need a custom code for automating it, as it would not be feasible to enable activity completion for all forums on moodle.org, plus the completion tick boxes would cause confusion.
