To allow the redirector to do any proper redirection, the blocking issue is that moodle.org/plugins must fetch its download data from download.moodle.org (see download.moodle.org/stats.php#addons) otherwise the statistics will be incorrect or not there at all (if all downloads are redirected away from moodle.org/plugins).

note: Atm, data is being generated both at dlorg and plorg since dlorg's redirector is fetching files direct from plorg. So we have a nice switch over available
