currently, there is a one-way flow of submitted plugins approval process into the unapproved. This has led to the 'unapproved plugins' list becoming a backlog to keep following up on.

I think it'd be better if we could allow plugins to be re-submitted for approval from the 'unapproved' status, after any action taken by a lead maintainer.

This would help towards better response time on active plugin contributions.
