Tracker: We need to take 'test instructions' out of 'details' and pop it below 'description' to make a sensible flow in an issue.

      The issue here is that 'test instructions' can grow.. sometimes too much that we can't see the description - it ends up that we have to scroll around to see the description of the issue!
