During the development, David needs the list of moodle.org users as they are registered in the database. He will use it for the scripts that link git commits and JIRA activity with user profiles.

The easiest way seems to be to make a backup of an empty course at moodle.org and include all server users in it. Alternatively we can make a backup of the Using Moodle course and include just all users enrolled there (that's enough for the purpose of this issue). Please DO NOT include forum posts in such backups, all I need is the backup of user profiles.
