Some comments can be erroneous, slanderous or just unhelpful. At the moment, the only form of moderation we have on comments in Plugins is to go to DB.

It would be useful if the administrators could remove comments. I don't think this potential should be given to maintainers, but maintainers should be able to ask administrators to remove comments.
