Support contributors and maintainers

      • Plugin contributors should have a text field describing their role in the project.
      • They also need to have a checkbox (called "maintainer") that controls the capability of the contributor to edit the record in plugins database. There should be a link 'contact me' near the contributors who have this capability (no other distinction in UI).
      • There should be a lead maintainer who also has a capability to edit the contributors and change the "maintainer" checkbox. Only administrator can change the lead maintainer.
      • add a link under contributor name in UI
      • replace "Created by ..." in the header with "Maintained by ..." and the name of the lead maintainer. (??? only lead maintainer or all maintainers? or do not display this line at all???)
      • fix the bug with displaying only one plugin under "view other contributions"
