Rename the module into local/plugins and support url redirect to /plugins/

      • local/contrib should be moved to local/plugins
      • rename (move) files local/contrib/plugin/.php -> local/plugins/.php (plugin/index.php needs to be renamed)
      • database tables to be renamed local_contrib_* -> local_plugins_*
      • add support for mod_redirect that shortens the URL path to /plugins/
