Supported software versions are not saved correctly

      1. When there are several sets of software versions (f.e. Moodle versions and PHP versions), the forms API incorrectly merges the values of the elements with the same name. Before core bug is fixed, we need to avoid having several form elements with the same name

      2. There is a bug in deleting of supported versions (if user accidentally marked version to require software and later wanted to make a correction)
