Fix + improve/test comments

      I have a funny feeling that comments is likely broken presently as I don't know whether I updated it after the recent round of changes that the comments API went through.
      Users with the capability contrib:comment should be able to comment a plugin, and all users (including unauthenticaed users) should be able to see comments.
