Create a way for translators and QA people to easily fix the English pack

      If we had a special language pack on lang.moodle.org, perhaps called en_fix, then we could use it to translate "en" errors into fixed strings.

      Translators could have this right, whenever they see typos.

      MDLQA could have a task to go through all the new strings added in the last major version and check them.

      At some point, diffs could be made against "en" and patches generated for integration into /lang/en in moodle.git
