CLONE - An admin can disable the campaign content banner

      1. Log in as admin.
      2. Go to Site administration > Notifications
      3. Make sure there's new block with a donation message and banner.
      4. Open config.php and add the following $CFG->showcampaigncontent = false; close to other $CFG settings.
      5. Reload the notification page.
      6. Make sure the campaign banner content is now hidden.
