Admin User/Blogs uses "layout-table" different from all other Moodle pages

      The "layout-table" is always placed directly in the "content" div. When it is used It must surround all content.

      On the "Admin User/Blogs" page "h2.main" and "div.tabtree" are placed out off the "layout-table". The page can't be displayed correct in advanced themes - see "custom_corners".

      Solution: place "h2.main" and "div.tabtree" and within "table#layout-table" / "td#middle-column"
