Site news - no email being sent

      This issue has been reported before and reported as being fixed. See

      I just upgraded to 1.8+ (2007021503)

      and the issue is still there.

      I ran multiple tests on my install and it seems that the site news is only being sent to site admins. Users that are students and the course level are NOT receiving and emailed "Site News"
