      IMHO the site: prefix is confusing here and the context level wrong.

      1/ we could change the name to course:backup, course:restore, course:import
      2/ we should IMO change the context level to 'contextlevel' => CONTEXT_COURSE, so that it is overridable at the course level (or frontpage)
