When exporting feedback responses, I can see that it does strip HTML tags, but does not do the same for any instance of &nbsp
This leads me to believe that it's not intended behaviour

Test locations:
sandbox.moodledemo.net
sandbox405.moodledemo.net

Steps to replicate:

1. Go to any of the above sites, and enter a course, then turn on editing mode
2. Create a feedback activity and leave all settings as default
3. Create for example, a Multiple Choice question
4. In the question title, use text that contains HTML tags such as 

   <h4><b>01</b></h4>&nbsp;&nbsp;I have a clear understanding of the concept.

    

1. In the question answers, input the following test

 1 (Strongly disagree)

 2 (Disagree)

 3 (Neither agree or disagree)

 4 (Agree)

 5 (Strongly agree)

1. Save changes, then answer the question
2. Export the results

Observed: The HTML tags do not exist in the question, but &nbsp does exist in the answer text

Expected: &nbsp should be stripped and replaced instead with a space per intended formatting.
