Description

After adding a block to the homepage, half of the settings are cut off below the block and are inaccessible.  This visual bug appears to only be happening on the site homepage when using the Moodle Workplace "Kenai" Theme.

Reproduction

Add a block to the homepage in Moodle version 4.5.4 and attempt access all available settings.

Expected Functionality

Able to view the "Check permissions" and (more importantly) the "Delete {Block Name} block" settings.
