re-upload of multiple feedback files in a zip does not update feedback file date

      1. As a teacher, create an assignment with an upload file submission type and upload file feedback type.
      2. As a student, submit an assignment.
      3. As a teacher, download all submissions.
      4. As a teacher, use the upload multiple feedback files feature to upload feedback files. record the time you see neer the feedback.
      5. As a teacher, modify a student's feedback file offline, changing its content but keeping the same name.
      6. As a teacher, use the upload multiple feedback files feature to upload the feedback files again. verify the time neer the feedback is updated and is gratter then the one you record in step 4.

      FULL STEPS:

      1. As a teacher, create an assignment with an upload file submission type and upload file feedback type.
      2. As a student, submit an assignment.
      3. As a teacher, download all submissions.
      4. As a teacher, use the upload multiple feedback files feature to upload feedback files.
      5. As a teacher, modify a student's feedback file offline, changing its content but keeping the same name.
      6. As a teacher, use the upload multiple feedback files feature to upload the feedback files again.

      EXPECTED:

      The student (and teacher) can see the new feedback file, and the modification date is the new date, i.e., that of step 6.

      ACTUAL:

      The file is correctly updated, but the original modification date, i.e., of step 4, is still shown.
