Message index page elements are cut off at 400% zoom

      To reproduce:

      1. Log in as a user with message conversations with other users.
      2. Open the messaging drawer.
      3. Click on "See all", you'll be in message/index.php.
      4. Zoom the page to 400% or change the viewport size to 320x256 pixels.
      5. Expected: The conversation list will still be rendered okay.
      6. Actual: The items are cut off. This breaks the WCAG Level AA success criterion 1.4.10 Reflow.
