I have a user who's last name is "Luerßen". Username in the external system is "lluerßen". However, during external database sync his info was not imported into the Moodle user list. When I changed his username to "lluerssen", he did show up. His last name with the "ß" was correctly imported, so it seems to be a problem with the login name only.
