Using Manage Course Categories and Courses, I cannot search for a category by name.

Steps to reproduce the issue

In a new English Moodle LMS installation:

1. Log in as a Site Administrator.
2. Navigate to Site Administration > Manage Course Categories and Courses
3. Set the search type dropdown to either Course Categories and Courses or Course Categories.
4. The field to enter the criteria always says "Search Courses" regardless of the selected search type.
5. Enter Miscellaneous in the search field (the default category when you initially install Moodle).
6. Click the search icon.
7. ISSUE #1: You will get a message saying "No courses were found with the words 'Miscellaneous'" even though the category exists.
8. ISSUE #2: The option to select the type of search is missing from the search results page.
9. Create an empty course in the Miscellaneous category called "My first course".
10. Navigate to Site Administration > Manage Course Categories and Courses
11. Set the search type to Course categories.
12. Enter first in the search field.
13. Click the search icon.
14. ISSUE #3: It found the course called My first course even though we asked it to only search course categories.

These clues lead me to believe that it is always doing a course name only search, regardless of the selected search type.

This functionality is important as we have hundreds of course categories organized into a multi-level hierarchical structure.

What I expected

While it is correct that there is no course with the word Miscellaneous, it should have returned a result for the category called Miscellaneous because it was supposed to also be searching category names.

On the search results page, I should also be able to select the type of search that I want to do again.
