MDL-83509 adds the first resource link launch builders. This issue is about creating a new builder to support launching submission review messages. This launch takes place from the gradebook and is only supported in LTI 1p3.

Acceptance criteria here is simple: make sure we can launch a submission review request for a tool.

Some things we'll need to consider here:

1. ltix/launch.php is the main launch endpoint, and will also be the launch endpoint for submission review launches.  We'll almost certainly need to touch that file to check params and make sure we get a builder for the right message type, etc.
2. The submission review is an variant of the resource link launch. The builder potentially could subclass the link launch builder, and add addition sub-review claims, as needed. It will certainly need to accept a resource link as a param somewhere.
3. May need to consider embedded vs new window launches and provide a way for automatically resolve that based on the link/tool config.
