When a site admin access to [moodle_root]/admin/category.php?category=messaging seems that when check/uncheck the setting "Encrypt notifications" it doesn't show/hide the "For devices not supporting encryption" setting configured using the hide_if API see https://github.com/moodle/moodle/blob/main/message/output/airnotifier/settings.php#L68.
