What happened

When I restore a course from a previous version of Moodle LMS that contains a `chat` activity, I get an error:

Invalid component used in plugin/component_callback():mod_chat

What I expected

When I import a course and the component is not installed in Moodle, Moodle normally lets you continue to import the course without the component.

I am using Moodle 5.0+ (Build 20250414.02)

The course was backed up from Moodle 4.3
