The Pre-create attempts default settings of No, Advanced, Locked result in a quiz setting which does nothing and can't be changed.

Should they instead be No, Advanced but not locked?

Steps to reproduce:

1. Log in as admin and go to Site admin > Plugins > Quiz General settings.
2. Set a pre-create period e.g. 2 hours and save changes.
3. Go to a course, turn editing on and add a quiz activity.
4. In the quiz settings Timing section enable an opening time for the quiz.
5. Click 'Show more' and observe that the setting 'Pre-create attempts' is set to No and is locked.
