Steps to replicate:

Access a test course
Turn edit mode on
Add an activity or resource
Select 'URL'
Enter a Name
Paste a URL into the External URL field e.g. https://www.google.com.au
Type in a description e.g. "hello"
Under the Appearance section:
1. Ensure Display is set to 'Automatic'
2. Ensure 'Display URL description' is unchecked
Save and display

Observed:

The description 'hello' still displays on the URL page

Expected:

The description 'hello' does not display on the URL page, as the option is unchecked
