- Login as administrator
- Create a course
- Go to Participants tab
- Navigate with the keyboard (using "tab" key) to focus on "Enrolled users" in the tertiary navigation
- Press "enter" or "down arrow" key
- Confirm that the tertiary navigation drowndown is opened
- Use "down arrow" and "up arrow" keys
- Confirm that the focus changes between the elements in the dropdown menu

HQ 2025 Sprint I2 Planning
When upgrading to 5.0, core/tertiary_navigation_selector is no longer accessible by keyboard.
Reproduction steps:
- Open the Participants tab of any course
- Open the tertiary navigation menu by clicking on Enrolled users, or focus it using the keyboard and press Enter
- Try to press up/down arrow keys to navigate the menu
- Works in 4.5, but not in 5.0
I'd also expect tab to work in the menu. This might be outside the scope of this bug report however.
