I upload the SCORM file onto moodle by going to My Courses > + Add an Actitivty or resource > SCORM Package and then selecting the ZIP attached to this post. After doing this I go to access the course and it is stuck on the loading splash screen and the developer console also has a few errors as seen in screenshot below:

It seems to be the JavaScript and CSS files in the SCORM package are being blocked with 403 Forbidden errors, is there a bug as to why Moodle is blocking these? Moodle V3 does not block these and we have tried other platforms like articulate and SCORM Cloud viewer and they also do not block them.
