Forum's default subscription setting not working

      Contrary to the work completed for Moodle 4.4. in MDL-71744 ,

      The admin's default for forum_announcementsubscription does NOT carry over to new forums being added in a course.

      Tested on the current QA site (where I expect forum_announcementsubscription to be "Forced subscription"), as well as on my own local Moodle 5 and Moodle 4.5 sites.
