Discovered while testing MDLQA-19871

When attempting a quiz with matching questions, the expected behavior is that questions x, y, and z should appear in the specified order when shuffle is off, and questions j, k, and l should be shuffled when shuffle is on. However, the observed behavior is:

• Questions x, y, and z are not appearing in the correct order even when shuffle is off.
• When 'Shuffle within questions' is set to 'No,' the matching question parts are still shuffled, which contradicts the expected behavior.
