Discovered while testing MDLQA-20056

When trying to launch the Scorm package attached to MDLQA-20056 I see the following error:
"The page you are looking for is temporarily unavailable. Contact your system administrator. The RO Launch is missing its parameters."

The same happens with the "Relias" package attached to MDLQA-19166, looking the screenshots of that QA test from 4.5 QA cycle that error wasn't happening.
