Cannot create a new Badgr backpack when using OBv2.1

      Discovered by andelacruz while testing MDLQA-20154

      On step 3 in the testing scenario 1, the following error is displayed:

      Looking the same QA on previous cycle there were no issues reported, so maybe something has changed on the Badgr side?

      While searching for a bug reported on tracker I also found MDL-84133 which seems a similar issue but on Canvas Badges (but it's also failing when using OBv2.1)
